Ethical standards, copyrights and responsibilities

Publication Responsibility

The editorial board of the journal is responsible to the readers, authors, reviewers, founders and publisher, as well as to the scientific community for the content of published materials.

The Editor-in-Chief is responsible for the decision to accept an article for publication, based on the recommendations of reviewers, the opinion of the editor of the corresponding research area of the journal and members of the editorial board, as well as the general scientific level of the manuscript under consideration.

Preliminary work on the preparation of the article for consideration for publication is carried out together by the journal editorial office (editorial team of the journal) and the editor of the research area. The Editorial Board of the journal is responsible for the compliance of the article under consideration with the current requirements and standards in the area of scientific publications, coordination of interaction with the author. The editor of the research area is responsible for the initial consideration of the content of the article, reviewing and submitting the article to the Editor-in-Chief and the editorial board.

The Editor-in-Chief is responsible for the conformity of the published material to the journal subject, the choice of the reviewer and the quality of reviewing, checking the materials for illegal borrowings and plagiarism, for interaction with authors and reviewers and compliance with the legislation in the field of publishing.

The Editorial Board is responsible for maintaining the confidentiality of the review process.

The publication imposes requirements to the material provided by the author, as well as communicates with the author, reviewer, editorial staff, members of the editorial board and editorial council at all stages.

The Editorial Board of the Journal does not require from the authors and other participants of the journal publication process to observe the ethical principles of scientific publications. The Editorial Board of the Journal and the Editor-in-Chief take reasonable measures to identify and prevent the publication of articles in which research misconduct has been committed.

All cases of violation of ethical principles of scientific publications, identified by the Editorial Board of the Journal or other persons, are dealt with in accordance with the established procedure.

The Editorial Board of the Journal is always ready to publish corrections, clarifications, retractions and apologies, where necessary.

The Editorial Board reserves the right to withdraw an article from consideration and publication at any stage of its consideration in case of detection of non-compliance with ethical norms by the author (plagiarism, publication of the exact same article in another edition, inaccurate information).

Authors' responsibility

Scientific article (article) - a complete work of the author, which describes the results of original scientific research or is devoted to the consideration of previously published scientific articles related to a common theme (overview scientific article).

The author of a scientific article (author's team) is a person (people), who significantly participated in the writing of the work, development of its concept, collection of material, analysis and interpretation of the results.

The author is responsible for the reliability, correctness and completeness of the information presented in the scientific article. The author who submits the article for consideration for subsequent publication (called the Correspondence Author) is responsible for the authors' team and agreement of all changes made to the text of the manuscript according to the results of its reviewing, editing.

Authors who have found significant inaccuracies or errors in an article, submitted research or in an article already published in the Journal should immediately notify the Editorial Board of the Journal in order to correct errors as soon as possible or withdraw the publication (retract).

The author is obliged to disclose relationships that allow to question the reliability of the results of the submitted research (conflict of interest), including cooperation with outside organizations, funding sources within the research (including grants, presentations at scientific events, lectures, training seminars, consultations), as well as other relationships or actions that can be perceived as influencing or potentially influencing the results of the submitted work.

Authors are obliged to notify the Editorial Board of all their publications on similar topics, considered for publication (not published) in other editions. By submitting an article to the journal, the author confirms that it has not been previously published in the public edition and is not under consideration in another edition.

Scientific articles describing the results of original, previously unpublished scientific research are accepted for publication in the journal. Authors are responsible for the correct design of references to the bibliographic sources used. The presented results and conclusions should be reliable, fully stated, correct and objective. It is allowed to use quotations and references to other scientific materials in the articles with the obligatory presence of the appropriate bibliographic reference to the original source. If borrowed illustrations, graphs and tables are used, a reference to the source is also required. When presenting information obtained from confidential sources, the authors are required to ensure the corresponding consent.

It is unacceptable to borrow someone else's work or its part without reference to the author.

The article is published only with full and unequivocal agreement of all its co-authors with the editorial policy, all provisions of the contract of granting the right to use the work in the "Cement and its application" periodical.

Responsibility of the Reviewer

Reviewer is a person who is a specialist in the field of subject matter of the article manuscript submitted for review. The reviewer assumes the responsibility to prepare an objective independent review of the submitted scientific research, including, if available, well-reasoned comments and recommendations, as well as a general recommendation on the possibility of publishing the submitted manuscript.

The reviewer is obliged to consider the manuscript received for evaluation as a confidential document, which is prohibited to transfer for review or discussion to third parties without special permission of the Editorial Board of the Journal.

The reviewer is obliged to provide an objective and reasoned evaluation of the results of the research under consideration and to express his/her own opinion without personal criticism of the author.

The reviewer carries out the work on manuscript evaluation on a voluntary and non-commercial basis. He/she can refuse to review the article on any grounds, including ethical ones.

Publication fee

Publication in the journal is free of charge for authors of scientific articles. The Editorial Board does not charge authors for preparation, posting and printing of materials.

Disclosure Policy and Conflicts of Interest

The Editorial Board of the Journal proceeds from the inadmissibility of the use of manuscripts submitted for consideration of article publication for purposes other than the evaluation and publication of the article by all participants of the process of preliminary evaluation, editorial and publishing processing, and reviewing without the written consent of the Author (author's team).

When submitting a manuscript for preliminary review, the author is obliged to disclose relationships that allow questioning the reliability of the results of the submitted research (conflict of interest), including cooperation with outside organizations, sources of funding within the framework of the research (including grants, presentations at scientific events, lectures, training seminars, consultations), as well as other relationships or actions that can be perceived as influencing or potentially influencing the results of the research.

If there is a conflict of interest, an author may request that a particular editor be excluded from reviewing a submitted article.

Editors and reviewers should declare a potential conflict of interest that could influence the decision of the Editorial Board.

In the presence (detection) of a conflict of interest of an editor or reviewer with the author of the article, the article will be transferred to another editor or reviewer, respectively.

The review of the article should not be biased. The presence of a conflict of interest declared by any of the participants of the review and peer-review process should not in itself lead to a refusal to publish, since the most important criterion for evaluating a manuscript is its scientific quality.

Borrowings and plagiarism

The editorial board of the "Cement and its Application" journal when reviewing an article checks the material using the Anti-Plagiarism system. In case of detection of numerous borrowings, the editorial board acts in accordance with COPE rules.

Unauthorized borrowings and plagiarism

Articles describing the results of original, previously unpublished scientific research are accepted for publication in the journal. The use of quotations and references to other scientific materials is carried out with the obligatory presence of an appropriate bibliographic reference to the original source. If borrowed illustrations, graphs and tables are used, a reference to the source is also required. When presenting information obtained from confidential sources, the authors must obtain the corresponding consent.

Received articles are subjected to expert evaluation for unauthorized borrowings and the potential presence of plagiarism. The verification is carried out with the help of the automated system "Anti-Plagiarism", as well as through other Internet search tools. If the editorial board has grounds for a more detailed check, additional tools may be used to search for borrowings.

The author is responsible for the correct presentation of borrowings.

If incorrect borrowings or plagiarism is detected at any stage, the manuscript will be rejected.

All articles submitted to the editorial office are checked for correct borrowings at the initial stage of acceptance.

In case of reasonable doubt about plagiarism or detection of technical methods to conceal its presence, articles are not accepted for further consideration. Authors are sent a message about refusal of consideration due to suspicion of plagiarism. If plagiarism is detected in an already published article, such an article is removed from publication without the possibility of restoration (without physical removal of the article), by publishing a statement about the presence of plagiarism on the relevant pages of the journal's website and the article file, the procedure for removing an article from publication is described in the relevant section of the editorial policy.

If there is improper borrowing in the submitted article, all cases of such borrowing are reviewed individually.

To the forms of plagiarism the editorial board refers:

  • The use (verbatim quotation) of any materials in any volume without indicating the source;
  • use of images, drawings, photographs, tables, graphs, charts and any other forms of graphical representation of information without indicating the source;
  • use of images, drawings, photographs, tables, charts, diagrams and any other forms of graphical representation of information published in scientific and popular publications without agreement with the copyright holder;
  • use without written permission of materials, the authors or right holders of which prohibit the use of their materials without special agreement.

To the forms of incorrect borrowing the editorial board refers:

  • the absence of graphic highlighting of verbatim quoted text in the presence of references to the source;
  • incorrect references (incomplete composition of the bibliographic description of sources, which prevents their identification;
  • reference not to the primary source of the borrowed text without an explicit indication of this fact (error in the definition of the primary source);
  • absence of references from the text to the sources cited in the article list;
  • excessive quotation (in the presence of references to sources and graphic highlighting of the quoted text), the volume of which is not justified by the genre and goals of the article.

The use of materials published on the site is allowed only with reference to the source (the journal «Cement and its application») and a hyperlink to the quoted material.
