Siberian Cement Holding Company Increases Share in Angarskcement Through Topkinsky Cement

Topkinsky Cement Company, part of Siberian Cement Holding (Sibcem), appealed to the Federal Antimonopoly Service with a request to purchase 1% of the voting shares of the Angarsk cement and mining plant. So far, Siberian Cement had its share in Angarskcement at 50%.

Siberian Cement already directly owns a 43.33% stake in Angarskcement. Another 50% belongs to Russian Cement Company, where, according to open sources, Siberian Cement has 26% share. Topkinsky Cement plant is 100% owned by Siberain Cement since late 2016.

The Angarsk cement and mining plant produces up to 1.3 million tons of cement per year. The raw material base is Pereval quarry in the city of Slyudyanka, Irkutsk Region. The plant also supplies products to the Trans-Baikal Territory and the region of Buryatia.

In August, Siberian Cement announced the Federal Antimonopoly Service approved the acquisition of the rights of the executive body in Angarskcement. Since then, the holding company has the right to act on behalf of Angarskcement without a power of attorney. Back in 2006 Siberian Cement acquired a small share of the plant for the first time.

Sibcem also owns a 49.9% stake in Iskitimcement plant in the Novosibirsk Region. The holding received the right to manage the plant through a petition to the Federal Antimonopoly Service in June. Approving the application, the Federal Antimonopoly Service also issued an order ensuring Siberian Cement maintains competition in the market within the geographical borders of Western Siberia.

Topkinsky Cement plant is the key enterprise of the holding company. Topkinsky Cement is the largest cement producer in the Urals, with a capacity of 3.7 million tpa. Siberian Cement also includes Krasnoyarsk Cement from the Krasnoyarsk Territory, Timlyuy Cement, and Mining Company from Buryatia.
