Transfer to setting requirements based on best available techniques: opportunities and challenges for cement industries.

Peculiarities of the transfer to the technological regulation in the field of environmental protection in the Russian Federation are described. The concept of Best Available Techniques is analysed. Requirements and Emission Limits based on Best Available Techniques of cement production are discussed. An expert view on the opportunities and challenges of the new regulatory system for cement industries is presented.
