Managing environmental and climate legal risks of the cement industry
The article examines the variety of environmental and climate legal risks of the cement industry, which are emerging in conditions where regulation of its enterprises is developing on the basis of the best available technologies, comprehensive environmental permits, climate reporting, carbon units and digital environmental supervision. Within the framework of formal legal, comparative and risk-based analysis, a map of the main legal risks of cement manufacturers is proposed, which are technological, permittance, waste disposal, climate, digital, foreign trade and forensic evidence risks. The need to develop an industry model of environmental and climate compliance is substantiated, including legal monitoring, data quality management, checking the quality of carbon data, contractual stipulation of the obligations of counterparties and the preparation of the evidentiary package for the enterprise. The material presented in the article indicates that it is necessary to align the environmental and climate regulations more accurately with the technology of cement production.
