The SNL cement and clinker factory in Catumbela, Benguela province, is set to provide a significant boost to real estate developers and the construction industry in Angola.
During the ceremonial laying of the project’s cornerstone on Friday, the Minister of Commerce and Industry, Rui Miguêns de Oliveira, emphasised the factory’s potential to enhance the nation’s capacity for both public and private civil construction projects.
The investment in construction amounted to 170 million dollars, the plant in the Catumbela Industrial Zone area is scheduled to be completed within 15 months. The design capacity of the plant is 3,500 tons of cement per day, which is equivalent to one million 200 thousand tons of cement per year. The project envisages the creation of more than one thousand jobs.
According to project shareholder João Gurgel, construction of the plant, which began about 20 years ago, is being carried out with its own funds, “but the possibility of raising some financing is not ruled out,” and negotiations with some Angolan commercial banks are already underway.
The plant, which will become the third one in the province, could be commissioned in June-July 2026 and, according to the official, the company intends to export some of its production.
He emphasized that the project was made possible thanks to the company's Chinese partner, who has been working with the project initiator since 2018.
