According to the Russian government's decree № 1206, dated July 15, 2021, signed by Prime Minister Mikhail Mishustin, Russian regions will be able to get soft budget loans for infrastructure development. The decree will come into force from the day of its official publication.
Federal funds will be provided at 3% per annum for a period of not less than 15 years. Repayment of the loan will be possible from the third year after its receipt, this will further reduce the burden on regional budgets. The funds can be spent, for example, on the design, construction or reconstruction of municipal, social and transport infrastructure.
By 2024, the infrastructure loans are expected to reach 500 billion rubles.
