From modernization to "new industrialization"

On an example of a fictitious draft of a new dry process cement plant in Russia the factors affecting the competitiveness of the plant and the associated risks are examined. It is shown that, in addition to macroeconomic factors, the specific region of the plant location, together with the existing structure of cement consumption, product range, logistics, relations with customers should be relevant.
