Amendments have been made to Russian legislation on waste

Federal Law № 356-FZ of 2 July 2021 "On Amending Certain Legislative Acts of the Russian Federation" was passed which amends the waste management legislation, including Federal Law № 89-FZ of 24 June 1998 "On Industrial and Domestic Waste".

Law No. 356-FZ, in particular, provides for:

  • improvement of the state information systems (SIS) of registration of waste from the use of goods, accounting of municipal solid waste (MSW), as well as accounting and control over the management of wastes of I and II hazard classes. According to the law No. 356-FZ, the operator of the SIS of registration of waste from the use of goods and SIS of registration of MSW is Russian ecological operator;

  • expansion of the areas of expenditure of the funds levied on the environmental charge;

  • adjustment of the requirements for waste transportation;

  • development and approval of the investment program of the federal waste operator for handling of wastes of hazard classes I and II, as well as transfer of such wastes to the operator as of March 1, 2022 according to the service contracts for their handling.

The federal law came into force on the date of its official publication (July 2, 2021), except for a separate provision relating to waste transportation, which stipulates a different date of enactment.
