At least 15 billion rubles will be invested in the development of the construction cluster in Khabarovsk

The building materials cluster in the Khabarovsk Territory, the creation of which was commissioned by Russian President Vladimir Putin, could cost at least 15 billion rubles. Experts interviewed by TASS stated that there is a possibility of implementing this project with the help of direct government funding, public-private partnerships, tax breaks for business and the introduction of a regime of special economic zones.

“With participation of the federal center, creation of the cluster will be faster, but the timing depends on the planned scale. At least this may take 2.5–3 years, and the volume of investments may amount to 15 billion rubles and more", – stated Alexander Ruchev, the president of the development group of companies – Osnova, chairman of the commission on the industry of building materials and technologies of the Public Council under the Ministry of Construction of Russia.

The exact amount of investment required to create a cluster depends on many parameters: the readiness of the site, the availability of necessary engineering infrastructure, transport accessibility, as well as the possibility of attracting extra-budgetary funding and the availability of interested parties, noted Tatiana Karavaeva, Vice President of the Center for Strategic Development, head of the Spatial development direction.

According to Ruchev, the construction cluster should consist of production facilities and engineering companies that will be able to adapt these production facilities into design solutions. In addition to the production of building materials, the cluster can also include modern house-building factories, companies for the production of elevator equipment and other enterprises, he added.
One of the key results of EEF-2021 for the Khabarovsk Territory is the support of the head of state for a project to create a Far Eastern cluster of building materials in the region.

The head of Khabarovsk Territory Mikhail Degtyarev noted: “We want to produce building materials from which we will build all industrial facilities and housing for our people – high-quality, comfortable, using modern technologies. We do not want to import building materials, give money to other regions, and we consider it logical to place a series of production facilities within the ASEZ in Khabarovsk. It is logistically more convenient. We are planning the production of cement, we have a deposit of necessary natural resources,” stated the acting governor.

According to Yuri Trutnev, Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District “We signed agreements totaling 3.6 trillion rubles at EEF–2021. Now both, the federal and regional authorities have a lot of work to do in order for this money to come to the economy of the Far East”.

Answering a question from journalists from the Khabarovsk Territory, Deputy Prime Minister Yuri Trutnev also noted that this year the forum paid much attention to social development, the construction of new housing and the renovation of cities.
