Inclusion of investment component is being discussed in the tariff for removal of household waste

A partial decrease is expected in the tariff for the removal of household waste in the Amur, Belgorod and Irkutsk regions from July 1, 2021. As for other regions of Russia, the tariff will grow by no more than 4 %. This was announced by Denis Butsaev, General Director of the Russian Ecological Operator (REO).

Denis Butsaev noted that there was no increase in tariffs in 2020, and in 2021, the increase did not exceed the standard value – 4 %. He also stressed that the Federal Antimonopoly Service scrupulously monitors the industry and corrects distortions.

According to the head of REO, today the possibility of including an investment component in the tariff is being actively discussed. Currently, only about a third of all the regions have such an investment premium, without it, the implementation of investment projects is impossible.

“We must move away from unnecessary costs that are hung on the tariff in favor of investments, so that the collected money would go mainly to the creation of infrastructure and to the smooth operation of the industry itself, and not to private wishes of regional operators,” added Denis Butsaev.

The reform of the waste management industry began in Russia on January 1, 2019. It aims to make waste management more civilized, solve the problem of illegal landfills and significantly reduce the volume of waste disposed of at landfills. Only within the framework of the national project "Ecology", it is planned to build 220 new modern complexes for the processing, dumping and disposal of waste by 2024. New national targets set the bar high for a waste management system by 2030. It is planned to send 100 % of household waste for sorting, only 50 % will be sent to landfill.
