The Ministry of Industry and Trade has adjusted the development strategy for the production of building materials

The Ministry of Industry and Trade has prepared a draft change in the strategy for the development of the building materials industry.

"The draft order provides for the synchronization of the text of the strategy for the development of the building materials industry in terms of timing, objectives and indicators with the consolidated strategy for the development of the manufacturing industry of the Russian Federation until 2024 and further period until 2035," – explanatory materials on the agency's website say.

The strategy, previously calculated until 2020 and a further perspective until 2030, is proposed to be renamed into the "Strategy for the development of the building materials industry for the period until 2024 and further perspective until 2035". In addition, the project clarifies the description of the building materials industry and provides for the inclusion in the text of the strategy of "provisions, goals, objectives and indicators for creating a circular economy, creating a system for recording the carbon footprint of the building materials industry, as well as a system for ensuring the recycling of waste generated from demolition of capital construction projects ".

"According to the European Environment Agency, through the use of a circular economy, the construction sector can reduce greenhouse gas emissions by 61% and make a huge contribution to achieving EU carbon neutrality," - the document says.

It indicates that the volume of production of building materials in Russia in 2020 increased to more than 1.6 trillion rubles, and the share of imports in this area does not exceed 4%. Exports of building materials in 2020, according to the Ministry of Industry and Trade, increased by 45% compared to 2015 and amounted to more than $ 1.3 billion.

The draft strategy points to the continuing surplus of capacity in a number of significant areas of the industry. "The situation with the current underutilization in a number of sub-sectors is largely the result of the absence of a sectoral state policy in the field of building materials in 2000-2010. For example, in the cement sector, utilization is now slightly more than 50%," – states the document.

At the same time, the document also notes the outstripping growth in the dynamics of production of building materials in comparison with construction, balanced development of the industry based on forecast balances of supply and demand, state support for industry projects (6.5 billion rubles in 2015-2020).

The ministry proposes to add to the strategy goals a reduction to close to zero indicators of the volume of landfill disposal of construction waste and an increase in the share of waste use in the production of construction materials from the current level of 1% to 10%. The department also declares the need for a phased full transition from wet to dry cement production by 2035.
