Problems of using technogenic raw materials in cement manufacture

The article reviews the experience of using technogenic raw materials in the USSR. It suggests their expanded classification and an appropriate terminology for them. The article establishes priority directions for replacement of natural raw materials with technogenic ones and points out the problems connected with this. An alternative concept of nature management in the Russian Federation is suggested. Its implementation should stimulate industrial waste processing. The article indicates the necessity for accelerated development of a technogenic raw materials market in the country and developing a legal framework for it. A variant is suggested for a quantitative assessment of the energy efficiency due to replacement of natural raw materials with technogenic ones.
