Brazil's cement sales decline 1 % in May despite support from housing construction

Cement sales in Brazil totaled 5.7 million tonnes in May 2026, down 1.0 % from the same month a year earlier, according to the National Cement Industry Union (SNIC).

Despite the monthly decline, the sector maintained positive momentum in the first five months of the year, with cumulative cement sales rising 1.2 % year-on-year. Daily cement sales, a key industry performance indicator, reached 254,000 tonnes per working day, increasing 4.4 % from April and 3.5 % from May 2025. For the January–May period, the indicator was up 2.2 % year-on-year.

SNIC said cement demand continued to be supported by a strong labour market and activity in the housing sector. The government-backed Minha Casa, Minha Vida (MCMV) housing programme remained a major driver of consumption. Demand was also supported by the acceleration of rigid pavement road projects and the development of technologies for the construction of concrete streets and avenues.

At the same time, the industry continues to face challenges from high interest rates, inflationary pressures and rising production costs linked to instability in the Middle East.

Conditions in the retail construction materials segment remained weak. Sales of construction materials fell 4.9 % in April, reflecting restricted consumer spending and limited access to credit amid high household indebtedness.

SNIC President said the cement sector is facing mixed signals. While a strong labour market and housing programmes continue to support demand, a slower-than-expected decline in interest rates, rising inflation and geopolitical instability are creating headwinds for the industry. He added that cement producers are closely monitoring a proposed labour reform that would abolish the 6x1 work schedule, as the measure could significantly increase operating costs across the sector.
