China’s National Development and Reform Commission, together with several other government departments, has announced the launch of a three-year campaign to modernize key industries, with a focus on energy conservation and reducing CO₂ emissions.
Starting in 2026, the programme will cover nine sectors: steelmaking, electrolytic aluminium production, cement, flat glass, oil refining, ethylene production, synthetic ammonia and methanol production, as well as coal-fired power generation.
The document notes that these industries are characterized by high energy consumption and significant CO₂ emissions, making them priorities for improving energy efficiency, reducing coal consumption and cutting emissions.
Over the three-year period, enterprises are expected to carry out upgrades aimed at improving energy efficiency and reducing the carbon intensity of production. This is expected to support the development of green and low-carbon industry.
From 2028, the programme may be expanded to other industries depending on actual conditions. Regions will be able to begin related work in advance and in stages, based on their own needs.
