The ban was introduced by order of the acting Minister of Industry and Infrastructural Development of the Republic of Kazakhstan dated April 9, 2020 No. 191 "On some issues of regulation of the import of certain types of cement." The main export partners of Kazakhstani cement enterprises are Uzbekistan, Kyrgyzstan and Russia. The volume of cement production in the republic in September showed a steady growth.

The cement industry of the republic is represented by 17 integrated enterprises. At the end of last year, a plant with a capacity of 1 million tpa was commissioned in the Shieli district of the Kyzylorda region in the south-west of the country. The investor was a Chinese company.
