The Cabinet of Ministers of Ukraine Extended the Embargo on Russian Cement

The Cabinet of Ministers of Ukraine extended the ban on the import of Russian cement until December 31, 2020. The decision is seen as a countermeasure in response to the Russian embargo on Ukrainian goods. The according document was published on the website of the government and came into effect.

The decision was made at a closed cabinet meeting on Wednesday, December 4. Amendments have been made to the existing decree (in force since 2015), which abolished the free trade regime between countries. First, Russia, and later Ukraine introduced an embargo on edible produce and, eventually, other goods.

The Ukrainian government introduced a duty of 114.95% of the value of any goods from Russia on May 15, 2019.

On August 1, they completely banned imports of Russian:
  • Portland cement,
  • slag Portland cement,
  • alumina,
  • sulfate-resistant and any similar hydraulic cements.


According to the results of H1 2019, the State Statistics Service of Ukraine notes a drop in cement production by the country's plants at peak season. In June the decline amounted to 21% compared June 2018. The October reports reveal the dynamics remained stay mostly unchanged: compared to last October, Ukrainian cement plants delivered 17.2% less products over the course of October 2019.

In 2018 Russian EUROCEMENT group was the primary exporter and supplied up to 450,000 tons of cement, worth about $17 million to Ukraine.
