The Government of the Russian Federation gave instructions to the ministries on the use of recyclable materials, export development and cybersecurity

A list of products and goods which may be produced with the use of recycled materials will be available in Russia. It will be approved by the Government. A draft of the federal law, giving such authority to the Cabinet, will be developed by November 1st. This was mentioned in the minutes of the meeting, held by the Prime Minister Mikhail Mishustin after the meeting with representatives of Russian and foreign business on the 4th of July in Ekaterinburg at the international industrial exhibition "Innoprom-2021".

The Ministry of Natural Resources and the Ministry of Industry and Trade will work out the draft law. It is supposed to be a part of the big effort to increase the share of recyclable resources and encourage companies to use them in the industry.

"The President has set a task to halve the amount of waste disposal by 2030. And today it is one of the most important tasks", - Mikhail Mishustin reminded at the meeting with business. According to him, it is necessary to fix in the legislation quantitative requirements for the use of recyclable materials in the manufacture of goods and packaging, differentiate the rates of environmental fees depending on the environmental friendliness of the goods and possibly establish a higher coefficient for hard to recycle and not recyclable goods and packaging in general.

Another set of instructions concerns the development of exports. First of all, it concerns corporate programs for increasing competitiveness. The participants of such programs are provided with state support for export projects. In order to develop this activity, the Ministry of Industry and Trade has been instructed to submit, by August 20, proposals for amendments to the Government acts with respect to adjusting the term of beginning the export of products for these programs to work more effectively. The Ministry of Industry and Trade, the Ministry of Finance and the Ministry of Economic Development will submit proposals on the sources and amount of public funding. 

Also the issues of cyber-security in the sphere of industry and training of IT-specialists were discussed at the meeting. The Ministry of Finance and the Ministry of Industry and Trade have been instructed to consider updating the legal framework, including the national standards in the field of information security in the part that requires a Government intervention. Such proposal was made at the meeting of Mikhail Mishustin with business by CEO of Kaspersky Laboratory Evgeny Kaspersky. Besides, the Ministry of Digital Development and the Ministry of Education and Science are to consider the possibility of training information security specialists in the framework of the federal project "Manpower for the digital economy". Proposals to this effect should be submitted by the ministries prior to August 20.
