The Prime Minister of Vietnam has approved the overall pilot CO₂ emission limit for 2025–2026. The limits will be allocated among 34 thermal power plants, 25 steel and iron production enterprises, and 51 cement production enterprises.
The overall pilot CO₂ emission limit for 2025 has been set at 243,082,392 tonnes of CO₂ equivalent. For 2026, the limit amounts to 268,391,454 tonnes of CO₂ equivalent.
The Ministry of Agriculture and Environment has been assigned to lead the work on the pilot allocation of limits for 2025 and 2026 for each thermal power plant, steel and iron production enterprise, and cement production enterprise. The work will be carried out in coordination with the Ministry of Industry and Trade and the Ministry of Construction.
The Ministry of Agriculture and Environment must also organize the assessment and review of the pilot process, as well as propose improvements to the legal provisions on greenhouse gas inventory and the allocation of CO₂ emission limits.
The Ministry of Industry and Trade and the Ministry of Construction have been assigned to monitor and assess compliance with the limits by the enterprises to which they have been allocated, within their respective areas of management.
