Working group on ecology in Duma of the Vladivostok city discussed issues of solid waste disposal and cleanup of the water area of the Zolotoy Rog Bay. The meeting was attended by the chairman of the city Duma Andrei Brik, representatives of the Government and the deputy corps of the Primorsky District, higher educational institutions, Rosmorport. Vostokcement group of companies was represented by General Director Aleksey Sysoev, Deputy Manager for Production and Modernization of Spasskcement Anton Sysoev, Head of the Industrial Safety, Labor Protection and Ecology Department of Spasskcement, Irina Kuchma.
Issues concerning functionality of the landfill for the processing and disposal of solid municipal waste in Vladivostok and the problem of disposal of such waste, as well as car tires, were considered during the meeting.
Currently, the site of the landfill designated for collection and disposal of garbage is running out of space, and it is necessary to promptly equip a new site. However, the service life of such a site is only 5–7 years, so it is necessary to study the issue of alternative ways of processing waste.
One of the aforementioned methods is the disposal of solid household waste in clinker kilns. This is a long-term project that requires a detailed study, an integrated approach, and close interaction of the plant, municipal and regional branches of government - from development of a working algorithm to creation of a legislative framework.
In order to switch to secondary fuel and supply the kiln with whole and shredded tires, sawdust and solid household waste, the plant needs serious investments for the purchase and installation of new expensive equipment, development and obtaining of numerous permits.
One of the most important aspects of introducing new ecological method of waste disposal for the region is the rule-making activity. At the moment, there are no sufficiently clear laws and regulations governing such activities. Therefore, it is necessary to develop and approve laws covering the organization of collection, delivery and shredding of automobile tires and solid waste for subsequent disposal.
“The project for the disposal of solid waste in kilns is aimed at preserving the environment and, of course, it must be based on a solid legislative framework. This should be a joint work of authorities and industrial enterprises, and not just a social burden on business, - stated Alexey Sysoev. - We are ready to get involved in the law-making activity and enter the working group on the development of the necessary standards. And subsequently, to work out investments for the purchase of special equipment for the plant. "
The working group on ecology of the Vladivostok Duma will send its proposals on resolving the discussed issues to the Government of the Primorsky District and the city administration.
