Chinese Developer Shaanxi Xiangsheng Launches New Cement Plant in Uzbekistan

The Chinese construction holding Shaanxi Xiangsheng Group launched a full cycle cement plant in the Ferghana region of Uzbekistan [alt. Ferghana Valley]. The new enterprise, Yasin Cement, has a production capacity of 900,000 tons of cement per year. The investments amounted to 80 million dollars. The plant is managed by the Chinese-Uzbek company ‘Farg'ona Yasin Qurilish Mollari’ [Ferghana Building Materials].

According to deputy director of Farg'ona Yasin Qurilish Mollari Erkinjon Makhmudov, the plant was built in six months. The construction of the second production line is set to start in May 2020. It will increase the capacity of the enterprise to 2 million tons. The total investment pool should bulk up to as much as 200 million dollars. Regional authorities expect job opportunities for 700 employees recruited among the residents of the Ferghana Valley.

Local authorities strongly emphasize the vicinity of huge deposits of raw materials, and the owners plan on exporting part of the plant’s products.

Shaanxi Xiangsheng Group also specializes in mining and quarrying. At the opening ceremony, Guajo Gure — the head of Shanxi Xiangsheng — mentioned that Chinese investors are now building several enterprises across five regions of Uzbekistan with a total capacity of 6 million tons of high-quality cement per year.

In participation with the Chinese company Hebei Yijia Cheng, a plant in the Yangikurgan district of Namangan region is expected to launch by late 2020. The total investments amount to 105 million dollars, while over 90% of the sum is up for the Chinese party. A new PopCement plant with investments of 50 million dollars should replace the former Uzbek enterprise UzRuberoid in the same region. And by the summer of 2021, a cement plant in the Chust district is expected to launch with the investments of Xingda Group.
