The Only Cement Plant Altai Changes Owners, Repairs Underway

The cement plant at the Golukha station of the Zarinsky district of the Altai Territory is preparing for re-launch as a full cycle enterprise. The previous owners of the enterprise — Stroygaz holding — owed VTB Bank around 800 billion rubles. As a result, the plant was sold at auction, and now this asset is managed by Golukhinsky Cement company.

Bidding began in April 2019. The asset included 21 land plots with a total area of ​​137.77 hectares, 83 buildings and 355 units of industrial vehicles. The initial bidding price was close to the amount of debt of the owners to the bank. No acquisition proposals have been received. In September, trading resumed at a discount of 627.7 million rubles.

As a result, in late November an offer price of just over 150 million rubles was agreed upon. The assets then transferred under the possession of ‘Golukhinsky cement’ company owned by a businessman from the Kemerovo region, Alexander Ovchinnikov.

Experienced cement industry specialists are invited to the Golukhа cement plant to work with contractors and manage repairs of the enterprise.

This plant is the only cement producer in the Altai Territory. In the early 2010s, the owners announced plans to modernize production to create an enterprise with a capacity of 1 million tpa. Then the plant was only able to produce 300,000 tons of cement per year.

In 2015, the local authorities and Stroygaz were negotiating to sell the plant to HeidelbergCement, but the negotiations did not succeed.
