The Government of Afghanistan and the investors of the Aybak Cement Project have signed a Mining Lease Agreement for mineral deposits in Samangan Province, Northern Afghanistan.
The agreement grants the rights for the exploration, development, and mining of limestone, clay, gypsum, and iron ore — key mineral resources required for cement production.
The project involves the development of a new integrated cement plant with a production capacity of 1 million tons per annum. Once operational, the facility is expected to reduce Afghanistan’s dependence on imported cement, strengthen local manufacturing capabilities, and support demand for construction materials for infrastructure projects.
