AO Angarskcement (managing company - AO “HC “Sibcem”) summed up results of work in the high construction season-2021. In the period from January to September, the plant produced 615 thousand tons of cement, which is 24% more than in the nine months of last year. The plant produced: 119 thousand tons of Portland cement of CEM II / A-G 32.5B class (with additives), 427 thousand tons of CEM I 42.5N class (no additives) and 69 thousand tons of PC 500 D0-N.
For nine months of 2021, the capacity of the cement market in the Siberian Federal District, the Trans-Baikal Territory and the Republic of Buryatia amounted to 4.8 million tons, which is 14% higher than in the same period of 2020. The largest increase in demand for products is observed in the Irkutsk region (+ 30%). According to experts' forecasts, by the end of the year the volume of cement consumption in the region will exceed 970 thousand tons - maximum figure for the last 18 years. The growth is associated with the implementation of large investment projects, in particular, with the construction of the Irkutsk Polymer Plant near the city of Ust-Kut and other facilities. At present, Angarskcement supplies products for the construction of the Udokan Mining and Metallurgical Combine, a grain storage facility on the border with China, technological lines at the enterprises of the Ilim Group in Bratsk and Ust-Ilimsk.
There is also an increase in cement demand in 2021 in Buryatia and Trans-Baikal Territory compared to 2020. This is facilitated by the implementation of projects with state participation, providing for construction and repair work on bridges, roads and schools, as well as the project for the construction of Ozerny mining and processing plant. In total, from January to September, 606 thousand tons of cement were shipped to consumers (+ 25% to the level of 2020), including 335 thousand tons - by rail (which is 90 thousand tons more than last year), 270 thousand tons were transported by road. Of these, 72 thousand tons of building materials were delivered to customers by Angarskcement's own cement trucks. Today, the plant has nine vehicles for the transportation of bulk and bagged cement.
The plant met the high construction season by actively implementing the production modernization program. In total, by the end of 2021, 544 million rubles will be allocated for re-equipment, which is 27% more than in 2020.
This year the plant has implemented important projects aimed at increasing the level of energy security. Works on technical re-equipment of transformer substation No. 3 have been completed, the electrical equipment of which has exhausted its service life. Works were also completed on substation No. 3 on the construction of a cable rack from substation 110/35/6 Tsemzavod to RU-6 kV transformer. The main goal of the projects is to improve the reliability of the power supply system of the Milling of Raw Materials and Clinker and Finished Products workshops, their cost amounted to about 226.7 million rubles. (incl. VAT). Work continues on the technical re-equipment of the 6-kV switchgear of the transformer substation No. 5, the construction of a cable rack from the substation to the electrical equipment of the kiln workshop, as well as a cable rack from substation 110/35/6 Tsemzavod to substation No. 5. The work is planned to be completed in 2022.
Reconstruction of the Grinding of raw materials and clinker workshop is still underway, providing for the transfer of cement mills No. 6 and 7 from open to closed cycle. In 2022, it is planned to replace the separator. The implementation of this project will lead to a decrease in the specific rates of electricity and grinding media consumption, an increase in the hourly productivity of mills, and an increase in the quality of products. Earlier Angarskcement performed similar work on cement mills No. 1 and 2.
The plans for the next year are to start the project for the construction of an ash drying department. In 2020, section No. 1 of CHPP-9 in Angarsk was shut down, which for a long time was a supplier of fly ash - the main mineral additive in the production of cement with additives. In this regard, the plant switched to the production of additional cement using glaze as an alternative to fly ash, certified a new type of cement and closed the market demand for additional cement of the CEM II / A-G 32.5B type. Due to the implementation of the drying department project, cement workers expect to cover the need for an active mineral additive and thus reduce the cost of the finished product.
An automated process control system (APCS) is being actively introduced into production. In 2021, 24.5 million rubles were allocated for these purposes. Among the most significant works is the modernization of the process control system of the Grinding of raw materials and clinker workshop and the coal department of the kiln workshop. In 2022, it is planned to automate the crushing and sorting line of cement raw materials at the crushing and screening plant. This will make it possible to carry out weight and quality control of raw materials online, as well as visual control over the operation of the technological line.
Angarskcement systematically renews its fleet of special equipment. By the beginning of the construction season, two loaders were purchased, which are used for the prompt movement of raw materials between the divisions of the plant. A new bulldozer has been delivered to the plant's raw material base - the Pereval open pit, it is used for loading cement raw materials into railway cars. In all divisions of the plant, scheduled high quality equipment repairs were carried out on time, the total costs for these works amounted to over 380 million rubles. Timely implementation of these works allows to reduce the risk of accidents and downtime.
The quality of the products at each stage of production is controlled by the factory laboratory, which this year has successfully passed the inspection of the state of measuring instruments, which was organized by the FBU Irkutsk CSM. In addition, the company continues to contribute to counteracting the circulation of low-quality products in the cement market. Specialists of the internal control department of AO Angarskcement carried out 56 visits to the places of wholesale and retail sale of cement in the Irkutsk region and checked more than 155 outlets. As a result, two cases of sale of uncertified products were identified. The priority of the plant remains to increase the level of environmental safety of production. In 2021, 12.9 million rubles were allocated for the implementation of environmental protection measures. Of these, 9 million rubles were allocated for the technical re-equipment of the dust removal system behind the kiln No. 2, the rest of funds - for the modernization of the system for loading cement into hopper-cement trucks with the installation of an aspiration system.
Next year, it is planned to spend 59 million rubles on environmental activities. It is planned to carry out design work on the technical re-equipment of the dedusting system behind the kiln No. 3, as well as the modernization of the coal preparation department for the kiln lines 1, 2, 3, which will allow minimizing volley emissions into the atmosphere during ignition of the kiln lines.

The existing production facilities allow the plant to promptly respond to market demands and provide consumers with products of consistently high quality."

Angarsk Cement and Mining Combine (managing company - AO “HC “Sibcem”), commissioned in 1957, is located in the city of Angarsk, Irkutsk region. The raw material base of the plant is the Pereval open pit (Slyudyanka). The capacity of the plant is 1.3 million tons of cement per year, the production is carried out using the wet method. AO Angarskcement produces Portland cement of classes CEM Ι 42.5N, CEM ΙΙ / A-Z 32.5B, as well as grade PC 500-D0-N.
