Korsakovsky Industrial Park in Far East Russia Will Supply Sakhalin Region With Housing

Korsakovsky industrial park in the south of Sakhalin island will see the first Russian prefab construction plant for multi-storey residential housing launch in 2022. The enterprise will have a capacity of 300,000 m2 per year. The innovative plant will make it possible to produce house kits — sets of external walls, interfloor ceilings, roofs and internal partitions necessary for the construction of multi-storey residential buildings. This will speed up the construction of earthquake-proof housing and social infrastructure buildings. The main markets for such home kits should be the Sakhalin Region, the Far Eastern Federal District and countries of the Asia-Pacific region.

Korsakovsky industrial park is being created by Sakhalin Region Development Corporation on behalf of the regional government as part of the implementation of the “Housing and Comfortable Urban Environment” national project. The park residents will be exempted from land tax for three years, as well having a five-year corporate property tax exemption. Companies' operating in the industrial park will also have insurance premiums cut four times.

A highway from Yuzhno-Sakhalinsk to the port city of Korsakov runs through a section of the Korsakovsky industrial park, and there is also an adjacent railway route. The entire engineering infrastructure in the park (water supply, electricity supply, gas, etc.) will be provided by the Sakhalin Region Development Corporation.

The prefab construction plant will not be the only enterprise on the territory of Korsakovsky. Regional government invited many of the other players to settle their production facilities industry in Korsakovsky to establish the production of building materials. Sakhalin is set to reach a goal of commissioning at least 500,000 m2 of housing yearly (331,000 m2 as of 2019). As of today, the housing construction is complicated since it’s tied to the mainland supply lines.

Recently, the President of the Russian Federation discussed the implementation of a national project to increase the area of ​​housing commissioned in the country to 120 million m2/ year.
