Belarus Approves New Construction Regulations on Backdrop of Housing Construction Surge

Reforms of legislation in the field of construction are underway in Belarus and decrees 74 and 69 will become effective in September this year. As per the latest decree of the Ministry of Architecture and Construction from December 26, 2019 No. 74 "On the approval and introduction of construction regulations", "Engineering surveys for construction" and "Highways" chapters of the regulations will be updated.

In Q1 2020 Belarus commissioned 956,400 m2 of housing (up by 9.7 YoY). In H1 2020 Belarus commissioned 1.77 million m2 of housing — twice the area commissioned in H1 2019.

The new regulations will also affect the safety of buildings and the construction process. According to the decree of the Ministry of Construction and Architecture of the Republic of Belarus dated December 16, 2019 (No. 69), the regulations in the following chapters will also come into force on September 8, 2020:

  • Residential buildings;
  • Public buildings;
  • Roofs;
  • Effects on structures. General influences. Determining fire resistance;
  • Effects on structures. General influences. Wind effects;
  • Effects on structures. General influences. Volumetric weight, dead weight, functional loads for buildings;
  • Effects on structures. General influences. Temperature effects;
  • Effects on structures. General influences. Snow loads;
  • Basics of construction design.
