Bankrupt Kaluga Cement Plant in Negotiations With Potential Investors

The bankruptcy manager of the Kaluga Cement Plant in the Duminichi District of the Kaluga Region is in negotiations with potential investors on the sale of the enterprise’s whole production complex. The plant is expected to have a design capacity of up to five million tpa.

The construction of the Kaluga Cement Plant began back in 2011. A European equipment manufacturer supplied the equipment for a 3.5 million tpa production line. Commissioning of the plant was scheduled for 2013. The project was designed with a capacity of recycling up to 100,000 tons of municipal solid waste per year for use as alternative fuel.

The regional government is also interested in getting the plant up and running as they believe it can become a city-forming enterprise. Acting governor of the Kaluga region, Vladislav Shapsha, promised that the authorities will support the project and aid its completion.

On October 3, 2018, the Kaluga Region Commercial Court declared Kaluga Cement Plant bankrupt with debt obligations at that time amounting to about RUB 36 billion. Since then, the plant has been under bankruptcy administration.
