REO and the Ministry of Natural Resources and Environment proposed to expand the list of support measures for solid municipal waste projects

Russian environmental operator together with the Ministry of Natural Resources and Environment prepared the list of extended support measures for projects in the sphere of solid municipal waste management. In particular, the list includes preferential leasing in the amount of 25% of the cost and shareholder loans. The document, which includes changes to the rules for granting subsidies, was published on the official portal of draft regulatory legal acts.

"We propose to expand the existing support measures in the form of preferential refundable co-financing of projects in MSW handling. Namely, to supplement them with an opportunity of issuing shareholder loans and loans to investors. This is an interesting format of attracting funds for business, as it does not require the public not-for-profit organisation REO becoming part of the company. Besides, it is planned to introduce the mechanism of preferential leasing for equipment and machinery used in the implementation of projects in the sphere of MSW handling. Including the projects for establishing a network of reverse vending machines in the Russian Federation. We have analyzed and made sure that these are the support tools demanded in the market. They will allow to create comfortable conditions for participation in the projects both on the part of private investors and financial enterprises, as well as the PLC REO itself as a development institution", - said Denis Butsaev, Director General of PLC REO.

Thus, it is proposed to empower PLC REO with the right to grant equity loans and loans to investors, to compensate under-received income of leasing organizations in the amount of 25% of the value of the leased asset.

In 2021 it is planned to create 46 infrastructure facilities for waste management. Of these, 13 complex facilities will deal with waste treatment and disposal, 31 - sorting and two - recycling. The total capacity of the facilities will be 6.3 Mt of processed waste and 2.1 Mt of recycled waste.

The public-law company Russian Environmental Operator was set up by presidential decree on January 14, 2019. The key task of REO is to form a comprehensive system of municipal solid waste (MSW) management in Russia. According to the national project "Ecology", it is necessary to reduce the volume of MSW landfills and thereby reduce the environmental burden on the population. The target by 2030 is to sort 100% of MSW and reduce by 50% the amount of MSW sent to dumping grounds. It is impossible to achieve such figures without building a closed-cycle economy. Therefore, among the objectives of the REO are also, on the one hand, creation of a recycling system to use the wastes for manufacturing new products and generating energy, and on the other hand, stimulation of investments in the sphere of waste treatment.
