Portland cement, alumina cement, slag cement and hydraulic cements will be excluded from the list of goods of foreign origin permitted for use in procurement for state and municipal needs. According to the order of the Ministry of Finance of Russia dated July 10, 2020 (No. 140Н), the amendments to the list take effect on September 11, 2020.
In mid-June, the Federal Accreditation Agency announced the creation of a unified electronic register of certificates of conformity for products (including cement), in which documents of accreditation centers certified by an electronic signature will be automatically updated. The service will become available from January 1, 2021. From September 1, 2020, the Ministry of Finance decided to allow procurement in the construction sector via tendering procedure.
