Russian Government Set to Boost Yearly Cement Production Volume to 90 Million Tons

The Russian government approved a strategy for the development of the manufacturing industry until 2035. The implementation of the strategy should increase the volume of cement production in Russia up to 90 million tpa, RMC production — up to 49 million m3 per year, lime production — up to 13.5 million tpa, gypsum — 4.5 million tpa.

The demand is determined primarily by national construction projects and state programs, including the construction of large infrastructure facilities.

The high production volumes are expected to be achieved by 2035 due to:

  • state investments in equipment and vehicles of domestic production;
  • reducing the share of imported building materials in total consumption volume to less than 1 %;
  • implementation of the import substitution program (especially in the field of finishing materials for housing);
  • reduction in the cost of construction and installation works per m2 by 30 % (across ​​all types of buildings);
  • increase energy efficiency of building materials (reduction of heat dissipation in residential buildings’ materials by 30 %).

The gross profit of building materials industry enterprises by 2035 should be, according to the document, over RUB 450 billion a year. 

A draft government decree approving the strategy was prepared by the Ministry of Industry and Trade.

By mid-June, the government will receive a draft resolution, according to which the construction sector will be able to receive technical certificate approval for new products in just five days.
