Attendees of the meeting of the committee on protective measures in the cement industry of the Union of Cement Producers "SOYUZCEMENT" discussed issues included in the committee's work plan for 2021, as well as summed up the results of the committee's work for the first quarter of 2021.
Yulia Yashina, expert on technical regulation spoke about key results of the committee's work in the first quarter of 2021. In particular, the mechanism for protecting the market from counterfeit and low-quality products imported into Russian Federation from other countries has been restored - the provisions of the third paragraph of clause 8.2 of GOST R 56836-2016 (technical standard) “Conformity assessment. Cement Certification Rules ". According to this paragraph, while supplying certified products from other countries into Russian Federation, when such products go through customs procedure for further release for domestic consumption, the certification body carries out additional inspection of each delivered batch of cement, including sampling at the border, testing and control of all characteristics stipulated by the national standard for which the certificate of conformity has been issued. Based on the results of the inspection, certification body makes a decision to confirm, suspend or terminate the validity of the certificate of conformity.
A decision was made to prepare proposals in order to further develop a mechanism for protecting the market from counterfeit and low-quality products, as part of the implementation of the Federal Law dated July 31, 2020 No. 248-FZ "On State Control (Supervision) and Municipal Control in the Russian Federation ".
