Uzbekistan Restricts Cement Import for Use in Public Procurement

According to the decree of the Cabinet of Ministers of Uzbekistan "On measures to support domestic producers" dated January 29 (PKM-41), a list of goods of foreign origin prohibited in public procurement was created. The list contains 529 products, including cement, which fall under a temporary ban and restriction on participation in tenders in the framework of public procurement.

Restrictions apply to the following types of products:
  • cement clinkers (HS 2523100000),
  • white cement, whether or not artificially coloured(HS 2523210000),
  • alumina cement (HS 2523300000).

The regulation also covers dry building mixtures, natural facing stones and drywall.

However, one can still get an import permit for the goods from the aforementioned list, since the procedure allows to do so. The state customer must submit an application for the import of these goods to the working body — "Center for Electronic Cooperation Portal under the Ministry of Economic Development and Poverty Reduction". Such goods should have parameters or properties different from the standardised ones. The application is submitted for each product separately.
