Vietnam has launched a pilot greenhouse gas (GHG) emission quota system for the cement sector. In the first phase, covering 2025–2026, the scheme applies to 110 cement plants across the country.
Quotas will be allocated annually on a facility-by-facility basis. According to authorities, this approach will allow companies to gradually adapt to the emissions control mechanism and prepare for stricter environmental regulation in the future.
During the pilot phase, cement producers are required to carry out detailed greenhouse gas inventories at each stage of production. Emissions must be calculated and verified by independent professional organizations.
To reduce their carbon footprint, cement companies can implement a range of measures, including the use of waste heat for electricity generation, the adoption of alternative fuels, and increasing the share of additives in order to reduce clinker content in cement products.
At present, carbon capture and storage technologies in Vietnam remain at an early stage of development, which limits the industry’s ability to achieve rapid emissions reductions.
