Armenia to introduce new six-month licensing period for cement imports

The Government of Armenia has established the procedure and conditions for applying a temporary restriction on cement imports, as well as the import licensing procedure and the form of the main license. The measure is aimed at creating equal conditions in the domestic market for locally produced cement and imported products.

According to the justification, the steps taken earlier partially eased the competitive conditions for cement produced in Armenia. However, in 2025, cement production in the country amounted to 0.94 million tons, down 10.4 % from 2024.

At the same time, according to the Statistical Committee, cement imports from third countries increased. In 2025, Armenia imported about 751.3 thousand tons of cement, 29.2 % more than a year earlier.

In order to continue the state policy aimed at stimulating the development of local production, it is planned to maintain licensing for cement imported from third countries and establish a new six-month import licensing period.
