Belarus Reintroduces Licensing of Imported Portland Cement

The Council of Ministers of the republic issued Resolution No. 67 on compulsory licensing of cement imports from outside the Eurasian Economic Union (EAEU). The resolution, published on the National Legal Internet Portal of the Republic of Belarus, will take effect on February 13.

Licensing is being introduced to protect local cement producers, the authors of the document explain.

One-time import licenses for Portland cement can be obtained from the Ministry of Antimonopoly Regulation and Trade of the Republic in coordination with the Ministry of Construction and Architecture. As for now, compulsory licensing will be valid for six months.

The seller will be required to write a letter in free form, attach an official statement in two copies and a document on the right to represent the interests of the applicant.

There are three cement plants in Belarus — ‘Krichevcementnoshifer’, ‘Krasnoselskstroymaterialy’ and Belarusian Cement Plant. All three are part of the Belarusian Cement Company, a state-owned holding. Last year the holding reduced export of products to Russia and stopped exporting cement to Ukraine. At present, the company is increasing exports of cement products to the EU countries, including Poland.
