Housing Construction in Russia in 2020 Down by 1.8 %

In 2020, 80.58 million m2 of housing was commissioned in the Russian Federation, which is 1.8 % less than in 2019. Siberian Federal District showed the best dynamics among the federal districts with 7.39 million m2 of housing indicating a 4 % YoY increase. The worst dynamics was demonstrated by the Northwestern Federal District, where the volume of housing commissioned in 2020 decreased by 5.9 % compared to the previous year and amounted to 8.87 million m2.

Among the constituent entities of the Russian Federation, the largest volumes of housing construction (including residential buildings built on land plots for gardening) were carried out in the Moscow region — 10.8 % of the total area of ​​housing commissioned in Russia, Moscow — 6.2 % Krasnodar Territory — 5.6 %, St. Petersburg — 4.2 %, Republic of Tatarstan — 3.3 %, Rostov region — 3.2 %, Republic of Bashkortostan — 3.0 %, Leningrad and Sverdlovsk regions — 2,9 % each, Novosibirsk region — 2.4 %, Voronezh region — 2.1 %, Tyumen region without autonomous districts — 2.0 %. 39.3 mln m2 of housing was built in these constituent entities of the Russian Federation.

In 2020, there was a decrease in housing commissioning compared to 2019 in the Leningrad region — by 18.9 %, the Voronezh region — by 8.3 %, Moscow — by 3.8 %, St. Petersburg — by 2.9 %, Tyumenskaya regions without autonomous districts — by 2.0 %, Sverdlovsk region — by 1.7 %, Krasnodar Territory — by 0.2 %.

The volume of residential mortgage lending at the end of 2020 amounted to RUB 4.3 trillion, which is 50.8 % more than in 2019.

Earlier it became known that the Ministry of Construction of Russia prepared a draft government decree abolishing more than 3,800 mandatory requirements in construction, and 11 standards and rulesets are proposed to be made non-mandatory for use. Currently, the list contains about seven thousand mandatory requirements.
