In 2025, Iskitimcement JSC allocated about RUB 460 million for the implementation of programs to improve the environmental safety of production. The work is being carried out as part of the federal Clean Air project, in which Iskitim has participated since September 1, 2023.
Iskitim is included in the list of urban settlements and urban districts with high and very high levels of atmospheric air pollution in accordance with Order of the Government of the Russian Federation No. 1852-r dated July 7, 2022. The comprehensive action plan to reduce emissions of pollutants into the atmospheric air in the urban district was approved by Order of the Government of the Russian Federation No. 3995-r dated December 25, 2024. In 2025, it was supplemented with measures to be implemented by participating enterprises.
Iskitimcement JSC is among the first 16 enterprises in Russia to receive an integrated environmental permit. The plant’s environmental efficiency improvement program, which is part of the IEP, provides for the implementation of measures to reduce emissions of pollutants through 2028.
One of the key projects was the development and introduction of an automatic system for monitoring pollutant emissions into the atmosphere. Work at the enterprise began in May 2023. In 2024, commissioning works, comprehensive testing and pilot operation of the equipment were carried out. On July 23, 2025, by order of Rosstandart, the system was approved as a measuring instrument and entered into the Federal Information Fund for Ensuring the Uniformity of Measurements. In 2026, the system was put into industrial operation in the presence of a representative of the territorial department of Rosprirodnadzor. Financial investment in the project amounted to about RUB 124 million, including VAT.
The equipment is installed on the stacks of rotary kilns No. 6–7 and No. 8–9. The system continuously measures the content of carbon and nitrogen oxides, nitrogen and sulfur dioxides, suspended particles, water vapor and oxygen in industrial emissions, and also analyzes gas flow parameters. Data are transmitted in real time to the state register of facilities that have a negative impact on the environment.
By August 2027, the enterprise plans to upgrade the systems for measuring and transmitting information on quantitative emissions, as well as to amend the type descriptions and calculation methods.
According to Vladimir Skakun, Managing Director of Iskitimcement JSC, the launch of the automatic emissions monitoring system is part of a large-scale program to improve the plant’s environmental efficiency. As part of this program, rotary kiln No. 9 was previously reconstructed, a bag filter downstream of the grate cooler of kiln No. 7 was put into operation, and the aspiration system of cement mill No. 5 was upgraded.
By 2033, the enterprise plans to replace the gas burners on rotary kilns No. 6 and No. 8, carry out technical re-equipment of the aspiration system of the grate cooler of kiln No. 8, and optimize the clinker burning process to reduce carbon monoxide emissions.
