Spain’s Ministry of Industry and Tourism has approved EUR 518 million in subsidies for 17 new projects under the first track of the Industrial Decarbonization PERTE, a government programme supporting projects to reduce industrial emissions. The measures are being implemented under the 2026 Recovery, Transformation and Resilience Plan.
The funding is aimed at the comprehensive decarbonization of the manufacturing industry and at supporting Spanish companies carrying out projects to reduce greenhouse gas emissions. The aid recipients include companies in the aluminium, paper, chemical and cement sectors.
The largest share of support will go to the cement sector, which accounts for more than EUR 300 million. In particular, Cemex in Tarragona will receive EUR 200 million, while Votorantim Cementeros in León will receive EUR 119 million.
Overall, the industrial decarbonization programme provides for EUR 3.17 billion in public investment and could mobilize up to EUR 11.8 billion in total investment. Its implementation is expected to increase productivity by 10% and reduce CO₂ emissions by 13 million tonnes per year.
