Iskitimcement Receives Unified Environmental Permit

A cement plant in the city of Iskitim, Novosibirsk Oblast received a unified environmental permit. A single document that replaces three permits: two for emissions (into water and atmosphere) and one for waste generation. Iskitim became one of the 15 industrial enterprises that applied for this document in Rosprirodnadzor [the Russian Federal Service for Supervision on Natural Resource Usage]. All cement plants in Russia are required to obtain a unified environmental permit before 2024 ends.

While filing the application, Iskitimcement specialists developed a program increasing environmental efficiency, which was approved by the interagency commission of the Russian Ministry of Industry and Trade. The program includes equipping sources of harmful, polluting substances with automatic control systems. 

In May 2019, Iskitimcement commissioned a bag filter from the Austrian company Scheuch. This allowed to reduce dust emissions by 160 times — to nearly zero. In 2019, the plant spent 10 million rubles on repairs of gas cleaning equipment, and 47 million on other environmental projects. Iskitimcement shareholders plan to spend several hundred million rubles on environmental projects by 2025. The plant expects to update all filters on both smokestacks before 2025.

By December 31, 2022 all enterprises included in the list of facilities in the Russian Federation with “a contribution share to the total pollutant emissions of at least 60%” must have a unified environmental permit. The rest of the enterprises have time until late 2024.

Iskitimcement is one of the largest producers of cement in Siberia with a design capacity of 2.1 million tpa. The main shareholder of the plant is Sibcem [Siberian Cement holding company].
