Novotroitsk Cement Plant Has LImestone Mining License Suspended Again

The Ministry of Natural Resources, Ecology and Property Relations of the Orenburg Region suspended the Novotroitsk cement plant mining license for six months. The enterprise is not allowed to access the limestone deposit. The first suspension of the license occurred in April 2019.

The plant in the city of Novotroitsk in the Orenburg Region, which produces cement and additives, remained without a license in 2019, mainly calcining and grinding cement provided by third party suppliers. 

The license was obtained in 2007 and allowed the use of the subsoil of the Southern section of the Iriklinsky limestone deposit until 2032.

The suspension of the license takes place due to the fact that the resource field is not used to the capacity required by the license agreement. It is directly related to financial difficulties the enterprise is going through. If the works do not resume and meet the requirements, the license may be revoked.

The owner of the company is ‘Pernadoxo’, the company registered in the Cyprus offshore zone.

Novotroitsk cement plant was built in 1954. The plant runs a wet process production line and has a capacity of 700,000 tpa. The plant is listed as part of the United Cement Group holding, which manages Bekabadcement and Kuvasaycement plants in Uzbekistan, and Kant Cement Plant in Kyrgyzstan.
