The rise in prices for building materials in the Sakhalin region

Building materials market in the Sakhalin Region is experiencing new problems. Following the rise in prices, their deficit has started. First of all, we are talking about cement, which has almost disappeared from retail sales.

There is no stock of cement in big bags (for construction sites), consumer bags are almost out of stock. On the nearest ship with cement heading to Sakhalin, the load was sold out before the goods reached the port.

What will the cement shortage lead to? When something is missing, the price of this product gets higher. If cement becomes more expensive, then the price per square meter of housing goes up. And new buildings on Sakhalin are already priced very high.

The Ministry of Construction of the Sakhalin Oblast reported the following data: The share of the cost of building materials and structures (with work) in the cost of housing is 52–55%. The increase in the cost of building resources has led to a rise in the cost of construction. In the period from the third quarter of 2020 to the second quarter of 2021, an increase in prices for construction resources was recorded as follows:

  • metal products - by 80%;
  • foam polystyrene heat-insulating plates - by 45%;
  • precast concrete products - by 16.6%;
  • window blocks - by 15%;
  • cement - by 13%;
  • crushed stone - by 11%;
  • ready-mixed concrete - by 6.5%;
  • sand - by 6%.

The reason for the hike in prices was the active demand in the real estate market associated with preferential mortgages. The cost was influenced by the insufficient volume of supply in the primary housing market, an increase in transport costs, and a shortage of labor. The regional government is trying to solve the problem by opening additional construction sites.

“To provide the sites with the necessary engineering infrastructure, the government, together with Dom.rf, is considering raising funds through the mechanism of infrastructure bonds. This mechanism will optimize the costs of developers and make the cost of one square meter of housing more affordable for the population. The government is working on an ongoing basis to increase the volume of housing construction, including individual housing construction, which significantly increases the primary housing market and helps to reduce the cost of one square meter,” stated the Ministry of Construction.
